Why eligibility has to come before applications.

A grant can be open and still be unusable for your treatment. An employer can advertise fertility benefits while the exact service you need is excluded. A state can have a fertility mandate while your particular health plan is not governed by it. The first job is therefore classification: location, plan type, employer, treatment stage, clinic, timeline and financial constraints.
